I personally believe that a bad idea. If you set the numbers to start on a law, it is very easy to edit down.
Many breeds have litters of the law would restrict ranchers fans, including high quality.
Many of the best breeders are co-owners of dogs ... as a co-owner can easily exceed 50 without a 1-liter Puppies put in my house.

I think it would be an excellent idea. Well, of course, if you give away puppies for sale as soon as you / but the people that do this for a living should be regulated. There are many dogs at the shelter for people breeding dogs sick. This is not only one of them.

Sounds good to me, as long as no other stupid things that we do not want to be hidden in legal German.
